Contractors' Safety Council of the Texas Mid-Coast Membership The Contractors' Safety Counci l of the Texas Mid-Coast was formed in 1991 by a group of interested mid-coast industrial facilities as a non-profit, educational, membership-driven association. Since the inception of the Council, a massive number of contract workers from many types of business entities have been trained in preparation for providing services in the safest manner possible for the local member industrial sites.
